中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州聚碳酸脂項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project (hereinafter referred to as “Procuring Entity (Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary: Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder
A. 如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招標(biāo)人認(rèn)可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為色譜分析儀制造商或分析儀系統(tǒng)（分析小屋）集成商/制造商（包括制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。若投標(biāo)人非色譜分析儀本體制造商，須取得所投色譜分析儀的制造商的有效授權(quán)書。如果投標(biāo)人是制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
Bid by Agent is not accepted. The bidder shall be the manufacturer of the chromatography analyzers or the integrator / manufacturer (including the companies within the manufacturer's group responsible for sales) of analysis systems (analysis house) of the analysis system (analysis house). If the bidder is not the manufacturer of the chromatography analyzer, they must obtain a valid authorization letter from the manufacturer of the bid chromatography analyzer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.
C. 是否接受聯(lián)合體投標(biāo)：否
Is any bid by a consortium or a joint venture accepted? No.
D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo)：不可以
Can a bidder participate in the bidding without purchasing the Solicitation document? No.
（2）業(yè)績要求Requirement for Bidder's Past Performance:
2016年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)文件應(yīng)同時滿足以下業(yè)績要求（可接受以下兩項(xiàng)要求同時體現(xiàn)在一個合同）：
① 所投色譜分析儀的制造商應(yīng)具有至少1個合同的應(yīng)用于環(huán)氧乙烷（EO）或乙二醇（EG）介質(zhì)的色譜分析儀的銷售業(yè)績，且單個合同色譜分析儀供貨數(shù)量不少于1臺。
② 分析儀系統(tǒng)的集成商/制造商應(yīng)具有至少1個合同的分析儀系統(tǒng)集成（分析小屋）的供貨業(yè)績，且單個合同色譜分析儀供貨數(shù)量不少于1臺。
From January 1st, 2016 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements (If the following two requirements are in one same contract, it can be accepted.):
① The manufacturers of the chromatographic analyzer submitted by the bidder must have at least one contract for sale of chromatographic analyzer used in ethylene oxide (EO) or ethylene glycol (EG) media , with no less than 1 set of chromatographic analyzer in each contract.
② The integrator / manufacturer of the analyzer system must have at least one contract performance of analyzer system integration (analysis house), with not less than 1 set of chromatographic analyzers in a single contract.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件至少包括：1）銷售合同。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include 1) copies of sales contract.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的色譜分析儀的業(yè)績，視為所投色譜分析儀的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投分析儀的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the chromatographic analyzers submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the bid chromatographic analyzers. The bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱、儀表系統(tǒng)集成或色譜分析儀供貨數(shù)量、介質(zhì)。
The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page (domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of goods, quantity of analyzer system or analyzer supply, medium and acceptance evidence of goods delivery signed or sealed by the user.
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下，提供1個或以上的訂單，均視為1個有效業(yè)績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders corresponding to the orders shall be deemed as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為色譜分析儀制造商或分析儀系統(tǒng)（分析小屋）集成商/制造商（包括制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。若投標(biāo)人非色譜分析儀本體制造商，須取得所投色譜分析儀的制造商的有效授權(quán)書。如果投標(biāo)人是制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。

Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital from 1 (MM) 29 (DD) 206 to 2 (MM) 5 (DD) 2026.

The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
