投標人應具備的資格或業績:（1）資格要求 Requirements for Qualification of Bidder and Certificates
A．★營業執照：如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。

★The bidder must provide API17J certificate.

★The bidder must provide ISO9001 and ISO14001 certificates.
E.★第三方產品認證證書:提供中華人民共和國應急管理部認可的ABS、BV和DNV船級社機構證書（需要從以上任意一家機構獲得第三方產品認可證書），除了上述3家機構外的任何機構包括他們的下屬機構均不允許。
并隨設備一同交付。
★Third party certification:The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV and DNV which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 3 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.
F.★型式認證證書:提供型式認可證書（需要從中華人民共和國應急管理部認可的ABS、BV、CCS、DNV船級社機構中任意一家機構獲得型式認可證書）。

★柔性立管和柔性軟管業績要求
Flexible Performance requirements2014年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少2個用于油氣輸送的海底柔性軟管（輸送介質為油或氣）供貨業績，其中至少一個內徑不小于5.5寸、水深不小于420米的柔性立管，和至少一個內徑不小于9.5英寸、水深不小于750米的柔性軟管。
上述業績不要求必須在同一合同中。
投標人須按規定格式提交業績表，并提交相關業績證明文件。
業績證明文件包括但不限于：1) 銷售合同復印件（包括封面、簽字頁及相關技術附件）；和 2) 到貨驗收材料（包括但不限于最終用戶簽署的完工證明或用戶出具的臨時驗收證明或第三方船級社出具的放行單）， 以驗證其真實性。
投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、內徑、水深技術要求、到貨驗收證明。
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、內徑、水深的技術要求及到貨驗收證明的，均視為無效業績。
投標人務必填寫格式附件3業績表。
From 1st Jan, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 2 similar product supply performance of, and all meet the technical requirements of subsea flexible riser and flowline (oil and gas content only) with at least one flexible riser with ID not less than 5.5 inches and the water depth not less than 420 meters, and at least one flexible flowline with ID not less than 9.5 inches and the water depth of not less than 750 meters. There is no requirement that the above performance must be in the same contract.
- The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and 2) arrival and acceptance documents (including, but not limited to, certificates of completion signed by the end-user or temporary acceptance certificates issued by the user or release note issued by third-party classification societies)， to verify its authenticity. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods.
- If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, Name of Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
The bidder must fill in the performance form in form Attachment 3：:List of Performance.
★連接器業績要求
Connector performance requirements2014年1月1日至投標截止日（以合同簽署時間為準），本次所投連接器的制造商應具有至少2個連接器的供貨業績，其中至少一個8寸及以上、水深不小于420米的垂直連接器和至少一個18寸及以上、水深不小于420米的水平連接器，供貨業績中連接器型式應與投標人標書中計劃使用連接器型式保持一致。
上述業績不要求必須在同一合同中。
投標人須按規定格式提交業績表，并提交相關業績證明文件。
業績證明文件包括但不限于：1) 銷售合同復印件（包括封面、簽字頁及相關技術附件）； 和2) 到貨驗收材料（包括但不限于最終用戶簽署的完工證明或用戶出具的臨時驗收證明或第三方船級社出具的放行單）， 以驗證其真實性。

From 1st Jan, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of connectors shall have at least 2 connector supply performance of subsea connector with at least one vertical connector of 8in or above and the water depth not less than 420 meters, and at least one horizontal connector of 18in or above and the water depth not less than 420 meters. The type of the connector in the connector supply performance shall be consistent with the connector in bidder’s bid. There is no requirement that the above performance must be in the same contract.
The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and 2) arrival and acceptance documents (including, but not limited to, certificates of completion signed by the end-user or temporary acceptance certificates issued by the user or release note issued by third-party classification societies)， to verify its authenticity.
