(3)Quality,safety,technicalspecifications,physicalcharacteristicsandotherrequirementsapplicabletotheprocurementobjects;
熟悉包括爭端解決在內的世貿組織和區域貿易協定相關規則和實踐，按照委托方要求完成相關工作。
BefamiliarwiththerulesandpracticesofWTOandRTA,includingdisputeresolution,andcompleterelevantworkaccordingtotherequirementsoftheentrustingparty.
（4）采購標的的數量、采購項目交付或者實施的時間和 團隊成員恪盡職守，并保持必要的謹慎和勤勉，嚴格按工作時限完成工作任務。
Thenumberofteammembersissufficient,andthemembershaveprofessionalstandardsandrelevantexperienceinprovidinglegalservicesthatmeettherequirementsofworkquality.Teammembersshouldscrupulouslyabidebytheirduty,keepbeingcautiousanddiligent,toaccomplishtasksinstrictcompliancewithworkingtime.
（6）采購標的的驗收標準；

二、申請人的資格要求
II.Thequalificationrequirementsforapplicants
投標人應當具備下列條件：
Biddersshallsatisfythefollowingconditions:
（1）投標人應為在中國境外合法設立的律師事務所（含在港澳臺地區注冊的律師事務所）。投標人不得以其駐華代表機構的名義投標，但可通過其駐華代表機構辦理相關事宜；
(1)BiddersshallbelawfirmslegallyestablishedoutsidetheterritoryofChina(includinglawfirmsregisteredintheHongKongSpecialAdministrativeRegion,theMacaoSpecialAdministrativeRegion,ortheTaiwanRegion).AbiddershallnotsubmititsbidinthenameofitsrepresentativeofficeinChina,butcandealwithrelevantmattersthroughitsrepresentativeoffice；
（2）具有良好的商業信譽和健全的財務會計制度；
(2)Havingagoodbusinessreputationandsoundfinancialandaccountingsystems；
（3）具有承辦委托法律服務事項的團隊和能力；
(3)Havingateamwiththeabilitytoundertaketheentrustedlegalservices；
（4）已購買本項目招標文件。
(4)Havingboughtthebiddingdocumentforthisproject.
