1.招標(biāo)條件
本招標(biāo)項(xiàng)目國(guó)資數(shù)字監(jiān)管效能和國(guó)企數(shù)字管理水平“雙提升”工作“1+N”系統(tǒng)企業(yè)側(cè)建設(shè)項(xiàng)目--成品軟件購(gòu)置已由重慶企業(yè)以渝國(guó)資[2024]11號(hào)批準(zhǔn)建設(shè)，資金來源為國(guó)有控股資金，項(xiàng)目出資比例為100%， 現(xiàn)項(xiàng)目采購(gòu)資金已落實(shí)，已具備招標(biāo)條件。現(xiàn)對(duì)該項(xiàng)目進(jìn)行公開招標(biāo)，特邀請(qǐng)有興趣的潛在投標(biāo)人參與投標(biāo)。
2.項(xiàng)目概況與招標(biāo)范圍
2.1 建設(shè) 投標(biāo)人應(yīng)對(duì)項(xiàng)目列表中所有內(nèi)容予以投標(biāo)，只投部分內(nèi)容的投標(biāo)將不予接受。
投標(biāo)人的投標(biāo)報(bào)價(jià)應(yīng)涵蓋為完成相應(yīng)招標(biāo)范圍的全部工作內(nèi)容而發(fā)生的一切費(fèi)用，并應(yīng)充分考慮所有的風(fēng)險(xiǎn)因素。
產(chǎn)品技術(shù)指標(biāo)詳見《第五章項(xiàng)目需求》。

| l 投標(biāo)人應(yīng)能進(jìn)行重慶國(guó)資大數(shù)據(jù)監(jiān)管服務(wù)平臺(tái)數(shù)據(jù)采集交換系統(tǒng)集中部署項(xiàng)目的建設(shè)部署。 l 本項(xiàng)目投標(biāo)人不得只投其中一部分。 l 投標(biāo)人必須具備獨(dú)立組織完成系統(tǒng)開發(fā)及部署實(shí)施服務(wù)的能力。 l 投標(biāo)人應(yīng)充分了解本項(xiàng)目的使用需求，確保項(xiàng)目順利進(jìn)行。 l 投標(biāo)人在本項(xiàng)目提供的全部硬件軟件等相關(guān)授權(quán)，注冊(cè)主體均須為招標(biāo)人。 |
2.5 交付期：合同簽訂后7個(gè)自然日內(nèi)完成交付使用。因工程進(jìn)度需要，招標(biāo)人可要求中標(biāo)人提前或延后交付，由此產(chǎn)生的費(fèi)用包含在投標(biāo)報(bào)價(jià)中，不再單獨(dú)考慮，但招標(biāo)人應(yīng)提前不少于2個(gè)自然日書面通知中標(biāo)人，中標(biāo)人應(yīng)以該調(diào)整后的交付時(shí)間作為合同交付期。中標(biāo)人須在設(shè)備的安裝、調(diào)試、試運(yùn)行、驗(yàn)收的過程中，接受招標(biāo)人的協(xié)調(diào)管理。

2.7 質(zhì)量要求：軟硬件質(zhì)量符合國(guó)家及行業(yè)頒發(fā)的現(xiàn)行的有關(guān)設(shè)計(jì)、制造技術(shù)標(biāo)準(zhǔn)和規(guī)范，滿足招標(biāo)方的技術(shù)要求。
2.8 安裝及驗(yàn)收要求：
(1) 現(xiàn)場(chǎng)的部署調(diào)試，由中標(biāo)方派遣有豐富經(jīng)驗(yàn)的專業(yè)技術(shù)人員負(fù)責(zé)整個(gè)部署調(diào)試過程，并對(duì)因調(diào)試所導(dǎo)致的設(shè)備損壞承擔(dān)全部賠償責(zé)任。
(2) 最終驗(yàn)收：雙方共同組織，參照本標(biāo)書中的各項(xiàng)技術(shù)指標(biāo)、規(guī)格、性能及生產(chǎn)廠家提供的正式技術(shù)文件進(jìn)行，試運(yùn)行正常并符合招標(biāo)人提出的相關(guān)要求。
2.9 質(zhì)保和售后服務(wù)：
（1）系統(tǒng)投入運(yùn)行后，質(zhì)量實(shí)行三包，系統(tǒng)整體質(zhì)保期具體要求見第五章項(xiàng)目需求中質(zhì)量及服務(wù)要求。
（2）質(zhì)保期內(nèi)中標(biāo)人應(yīng)承諾免費(fèi)對(duì)該項(xiàng)目維護(hù)，質(zhì)保期滿后為有償服務(wù)，投標(biāo)人應(yīng)對(duì)質(zhì)保期滿后的有償服務(wù)報(bào)價(jià)。
3.投標(biāo)人資格要求
3.1本次招標(biāo)要求投標(biāo)人須具備以下條件：
3.1.1 本次招標(biāo)要求投標(biāo)人具備的資質(zhì)條件：
具備獨(dú)立的企業(yè)法人資格；
3.1.2 本次招標(biāo)要求投標(biāo)人具備的業(yè)績(jī)條件：
投標(biāo)截止日前5年，指投標(biāo)人在2019年1月1日至投標(biāo)截止時(shí)間（以合同簽訂時(shí)間為準(zhǔn)），具備三個(gè)合同金額不少于300萬元的系統(tǒng)集成建設(shè)項(xiàng)目業(yè)績(jī)。
3.2 本項(xiàng)目 不接受 聯(lián)合體投標(biāo)。
