3、投標人資格要求投標人應具備的資格或業績:對投標人的資格和業績要求：Requirements for Qualification and reference of Bidder: （1）資格要求 Requirements for Qualification of Bidder A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 本次招標不接受代理商投標。投標人應為本次投標所投產品的制造商。如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. Bid without the bidding documents：NOT Allowed （2）資質要求投標產品制造商應具有《中華人民共和國特種設備制造許可證》（壓力管道元件制造）和相應的《特種設備型式試驗證書》（壓力管道元件）。特種設備型式試驗證書在類別、公稱壓力、公稱尺寸和溫度范圍能夠覆蓋招標物資。證書中制造單位名稱、 投標時需提供證書原件掃描件（原件備查）。The manufacturer of the bidding products shall obtain a valid "Manufacture License of Special Equipment People's Republic of China" (Pressure Piping Components Manufacture) and a “Special Equipment Type Test Certificate (Pressure Piping Component) covering the category, pressure, size and temperature of the bidding products. The name and address of the manufacturer specified in the certificates provided shall be consistent with the name and address of the manufacturer of the bidding products. A scanned copy of the original certificate must be provided (original for future reference) .（3）業績要求Requirement for Bidder's reference:2020年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品制造商在中國境內應具有至少2個合同的供貨業績，且每個供貨業績合同具有不少于20 臺的用于聚乙烯或聚丙烯裝置PDS氣動開關閥，上述業績均應具有不少于4臺PDS氣動開關閥滿足公稱壓力不低于CL300、公稱口徑不低于DN200的技術要求。同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產品的業績，視為所投產品的制造商的業績；投標人應提供說明函，說明本次所投產品的制造商與滿足上述業績要求的產品制造商屬于同一集團。From January 1st, 2020, to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least two supply contracts performance within P.R.China, of which, each supply contract contains no less than 20 sets of Pneumatic on-off valves (PDS Valve) used in polyethylene or polypropylene plants and each sales contract contains no less than 4 sets Pneumatic on-off valves (PDS valves) with size not smaller than DN200 and pressure rating no lower than CL300.The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、貨物數量、閥門尺寸、閥門壓力等級及用戶簽字或蓋章的到貨驗收材料。若業績合同為年度協議/框架協議，除提供年度協議/框架協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議/框架協議相關聯。同一個年度協議/框架協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include 1) copies of sales contract and 2) acceptance evidence of goods delivery signed or sealed by the user (Arrival acceptance certificate or commissioning acceptance report or other effective materials that can prove the arrival acceptance of goods under the contract). The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, pressure rating of valve and acceptance evidence of goods delivery signed or sealed by the user.If the performance contract is an annual agreement/framework agreement, in addition to providing the annual agreement/framework agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement/framework agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement/framework agreement is considered as one valid performance.未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。 If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.是否接受聯合體投標:不接受未領購招標文件是否可以參加投標:不可以4、
