中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要功能：自動化測試系統(tǒng)利用全新開發(fā)IA自動化控制軟件，實現(xiàn)完全自動化的測定塑料材料等的尺寸、強度、模量和伸長率等材料材料性能。
Main Functions: The automated testing system utilizes newly developed IA automated control software to automatically measure material properties of plastics and other materials, such as dimensions, strength, modulus, and elongation.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或代理商； 如投標(biāo)人為制造商同一集團負責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標(biāo)人為制造商。？投標(biāo)產(chǎn)品由制造商不同工廠生產(chǎn)且使用相同品牌時，予以接受。
The bidder shall be the manufacturer or the Agent of the bidding products.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.
如果投標(biāo)人按照合同提供的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商同意其在中國為本次投標(biāo)提供該貨物的合法正式授權(quán)。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If the bidder provides goods under the contract that are not manufactured by the bidder itself, the bidder shall obtain the legitimate and official authorization from the goods manufacturer to provide such goods for this bid in China. If a bidder authorizes the same goods to other bidders for simultaneous participation in the bidding, all related bids shall be rejected.
C. 投標(biāo)人為事業(yè)單位的，應(yīng)具有合法有效的事業(yè)單位法人證書，投標(biāo)時需提供原件掃描件（原件被查）。投標(biāo)人為分公司的，提供具有合法有效的營業(yè)執(zhí)照和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)），認可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績，投標(biāo)時需提供原件掃描件（原件備查）。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的，投標(biāo)均無效。
C. If the bidder is a public institution, it should have a valid and legal certificate of a public institution legal person. When bidding, a scanned copy of the original must be provided (if the original is verified). If the bidder is a branch company, it shall provide a valid business license and an authorization letter from the superior legal entity (authorizing the branch company to bid), recognizing the qualifications, credentials and performance of the branch company and the superior legal entity, but not the qualifications, credentials and performance of other branches of the same superior legal entity. When bidding, scanned copies of the original documents (originals for verification) shall be provided. only one branch company and the superior legal entity can participate in the bidding. If both participate in the bidding, all bids will be invalid.

（3）業(yè)績要求Requirement for Bidder's reference:
2020年1月1日至投標(biāo)截止日（以合同簽署時間為準），投標(biāo)人所投產(chǎn)品的制造商在中國境內(nèi)具有2個合同均不少于1臺機器人測試系統(tǒng)的供貨業(yè)績。
同一集團全球范圍內(nèi)不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團。
From January 1st, 2020 to the bid deadline (subject to contract signing date), the manufacturer of the products offered by the bidder must have delivered at least 2 contracts each containing no less than 1 robot testing system within China.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件和2）用戶簽字或蓋章的到貨驗收材料（增值稅專用發(fā)票或到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、合同簽署時間、合同簽署頁（（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、賣方名稱、買方名稱、制造商名稱、貨物名稱和到貨驗收材料。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
Bidders must submit the performance table in the prescribed format and provide relevant performance certification documents. Performance proof documents include but are not limited to: 1) Copies of sales contracts and 2) Arrival acceptance materials signed or sealed by the user (value-added tax special invoices or arrival acceptance forms or commissioning acceptance reports or other valid proof materials that can prove the goods under the contract have arrived and been accepted). The performance proof documents submitted by the bidders must at least reflect the following contents: the first page of the contract, the date of contract signing, the contract signing page (domestic trade contracts should be stamped by both parties, and international trade contracts should be signed or stamped by both parties), the name of the seller, the name of the buyer, the name of the manufacturer, the name of the goods and Arrival inspection materials.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2025年10月16日開始至2025年10月23日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標(biāo)文件。投標(biāo)人須在線填寫購買招標(biāo)文件登記表，并在線支付標(biāo)書款，支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標(biāo)文件的投標(biāo)人，需電匯至以下賬號：收款人：中化建國際招標(biāo)有限責(zé)任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct.16th, 2025 to Oct. 23rd, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標(biāo)文件遞交截止時間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2025年11月6日上午9:00（北京時間）前線上提交至中國國際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標(biāo)文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on Nov.6th, 2025. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
9. 投標(biāo)人在投標(biāo)前應(yīng)在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標(biāo)結(jié)果將在機電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標(biāo)人進入開標(biāo)大廳后，需要進行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點擊解密按鈕進行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標(biāo)人未在投標(biāo)截止時間/開標(biāo)時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標(biāo)文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時限為60分鐘。投標(biāo)人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)電子招標(biāo)投標(biāo)辦法的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
