資格要求

1.如果投標(biāo)人為境內(nèi)注冊公司：投標(biāo)人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）。 投標(biāo)人為事業(yè)單位的，應(yīng)具有合法有效的事業(yè)單位法人證書，投標(biāo)時需提供原件掃描件（原件備查）。 投標(biāo)人為分公司的，提供具有合法有效的營業(yè)執(zhí)照和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)），認(rèn)可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績，投標(biāo)時需提供原件掃 描件（原件備查）。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的， 投標(biāo)均無效。如果投標(biāo)人為境外注冊公司：投標(biāo)人須提供有效的公司登記注冊證明。2.業(yè)績要求：投標(biāo)人須滿足以下業(yè)績要求之一：（1）2011年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)，如未體現(xiàn)合同簽署時間則以合同生效時間為準(zhǔn)），投標(biāo)人至少具有1個合同為帶中水浮筒的聚酯纜永久系泊系統(tǒng)的設(shè)計或校核或延壽服務(wù)驗(yàn)收業(yè)績（該合同非科研及概念設(shè)計，非安裝工況）；（2）投標(biāo)人同時滿足下述兩項(xiàng)要求（如投標(biāo)人提供的合同可在一個合同中同時體現(xiàn)下述兩項(xiàng)要求的服務(wù)內(nèi)容，則視為符合業(yè)績要求）：①2011年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)，如未體現(xiàn)合同簽署時間則以合同生效時間為準(zhǔn)），投標(biāo)人至少具有 1個合同為聚酯纜永久系泊系統(tǒng)的設(shè)計或校核或延壽服務(wù)驗(yàn)收業(yè)績（該合同非科研及概念設(shè)計）；②2011年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)，如未體現(xiàn)合同簽署時間則以合同生效時間為準(zhǔn)），投標(biāo)人至少具有 1個合同為帶浮筒的懸鏈線永久系泊系統(tǒng)的設(shè)計或校核或延壽服務(wù)驗(yàn)收業(yè)績（該合同非科研及概念設(shè)計，非安裝工況）。投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）合同復(fù)印件（含合同簽訂時間頁）和2)服務(wù)驗(yàn)收證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、項(xiàng)目名稱及服務(wù)驗(yàn)收證明材料（可證明合同工作為系泊設(shè)計或校核或延壽工作，非安裝工況內(nèi)容）。若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已完工訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的服務(wù)驗(yàn)收證明材料均算為1個有效業(yè)績。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。投標(biāo)人可提供獨(dú)立業(yè)績或聯(lián)合體業(yè)績均可，如投標(biāo)人提供的業(yè)績?yōu)槁?lián)合體業(yè)績，業(yè)績應(yīng)可體現(xiàn)投標(biāo)人在該業(yè)績中承擔(dān)上述業(yè)績要求職責(zé)的相關(guān)內(nèi)容(非安裝工況）,否則聯(lián)合體業(yè)績無效Performance Requirements:Bidders shall satisfy one of the following performance requirements:(1) Between 1 January 2011 and the bid submission deadline (as evidenced by the contract signing date; where this is not specified, the effective date shall apply), the bidder must possess at least one contract for the design, verification, or life extension service acceptance of a polyester cable permanent mooring system incorporating a water-filled buoyancy chamber (excluding research or conceptual design contracts);(2) The bidder must simultaneously satisfy both of the following requirements (if the services listed below are covered within a single contract provided by the bidder, this shall be deemed to meet the performance requirement): ① Between 1 January 2011 and the bid submission deadline (as determined by the contract signing date; if this is not specified, the contract effective date shall apply), the bidder must possess at least one contract demonstrating acceptance performance for the design, verification, or life extension services of a polyester cable permanent mooring system (excluding research or conceptual design contracts，non-installation condition); ② Between 1 January 2011 and the bid submission deadline (determined by the contract signing date; if unspecified, by the contract effective date), the bidder must possess at least one contract demonstrating acceptance performance for the design, verification, or life extension services of a permanent chain-type mooring system with buoyancy units (excluding research or conceptual design contracts，non-installation condition).Bidders shall submit their performance records in the prescribed format, accompanied by relevant supporting documentation. Such supporting documentation shall include, but is not limited to: 1) copies of contracts (including the page indicating the contract signing date) and 2) service acceptance verification materials. The performance records submitted by bidders must demonstrate at least the following: contract signing date, project name, and service acceptance verification materials（which can be proved that contract content is mooring system design, verification, or life extension services,not installation condition）. Where the performance contract constitutes an annual agreement, in addition to providing the annual agreement, corresponding completed orders must also be submitted. The content or order number of such orders shall be linked to the annual agreement. One or more orders provided under the same annual agreement, together with the corresponding service acceptance documentation, shall count as one valid performance record. Failure to submit performance documentation, or where the submitted documentation fails to demonstrate compliance with the aforementioned performance requirements, shall be deemed an invalid performance record.Bidders may submit either independent or consortium performance records. Should consortium performance records be submitted, they must demonstrate the bidder's fulfilment of the aforementioned performance requirements within that consortium project(non-installation condition). Failure to do so shall render the consortium performance record invalid.3.其他要求：是否接受聯(lián)合體投標(biāo)：否；是否接受分包：否。
