中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”），中國(guó)海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司（以下稱(chēng)為“招標(biāo)人”）委托，就海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱(chēng)“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2. 招標(biāo)內(nèi)容Subject Matter of Procurement
貨物名稱(chēng)：乙烯及ID裝置激光分析儀（原位式）

數(shù)量：24套激光氧分析儀、22套激光一氧化碳分析儀、9套激光氨分析儀及配套的安裝附件，吹掃系統(tǒng)，校驗(yàn)裝置等。共55套。
Quantity: 24 sets of laser oxygen analyzers, 22 sets of laser carbon monoxide analyzers, 9 sets of laser ammonia analyzers and their corresponding installation accessories, purging systems, calibration devices, etc. A total of 55 sets.
主要技術(shù)規(guī)格：性能應(yīng)滿(mǎn)足下列要求：
1）激光分析儀必須能適用溫度不低于1000 ℃，激光光程不低于10米的工況。
2）激光分析儀應(yīng)采用可調(diào)諧半導(dǎo)體激光吸收光譜技術(shù)（TDLAS），性能應(yīng)滿(mǎn)足下列要求：
精度（線性）：≤±1％ F.S.
響應(yīng)時(shí)間：T90≤2s（O2）
Main Specifications:Performance should meet the following requirements:
1) The laser analyzer must be capable of operating under conditions with temperatures not lower than 1000°C and laser path length not less than 10 meters.
2) The laser analyzer should adopt tunable diode laser absorption spectroscopy (TDLAS) technology, and its performance should meet the following requirements:

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder★
A. 如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為分公司的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書(shū)（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績(jī)。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無(wú)效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. 接受代理Bid by an agent is acceptable
如果投標(biāo)人所投貨物非投標(biāo)人自己制造，投標(biāo)人應(yīng)得到所投貨物制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)。投標(biāo)時(shí)提供制造商授權(quán)書(shū)原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
本次投標(biāo)人應(yīng)為激光分析儀本體的制造商或激光分析儀本體的代理商，如投標(biāo)人非激光分析儀本體制造商，必須取得所投激光分析儀本體的制造商的有效授權(quán)書(shū)。
The bidder for this tender must be the manufacturer or agent of the laser analyzer body. If the bidder is not the manufacturer of the laser analyzer body, they must obtain a valid authorization letter from the manufacturer of the laser analyzer body being bid on.
投標(biāo)人為代理商的，代理商應(yīng)取得激光分析儀本體制造商在本次投標(biāo)的唯一授權(quán)。
If the bidder is an agent, the agent shall obtain the sole authorization from the manufacturer of the laser analyzer body for this bidding.
投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷(xiāo)售工作。
If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.）

2011年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)文件應(yīng)滿(mǎn)足以下業(yè)績(jī)要求：
From January 1st, 2011 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should meet the following performance requirements：
①投標(biāo)人所投產(chǎn)品的制造商至少具有1個(gè)合同的激光分析儀的供貨業(yè)績(jī)，單個(gè)合同數(shù)量不少于8臺(tái)，設(shè)計(jì)操作溫度不低于1000攝氏度。
The manufacturer of the product submitted by the bidder must have at least one contract experience in supplying laser analyzers, with a quantity of no less than 8 units in a single contract, and the design operating temperature no lower than 1000 degrees Celsius.
②如投標(biāo)人為代理商，投標(biāo)人應(yīng)具有至少1個(gè)合同的與本次投標(biāo)制造商的激光分析儀的代理業(yè)績(jī)，并提供相關(guān)業(yè)績(jī)證明文件。
If the bidder is an agent, they shall possess at least one agency performance record for laser analyzers with the manufacturer of the product being bid on, and must provide relevant documentation as proof of such performance.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：銷(xiāo)售合同復(fù)印件。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: Copies of sales contract.
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱(chēng)、貨物數(shù)量、設(shè)計(jì)操作溫度。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of goods, quantity of equipment and the design operating temperature.
若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單及，均視為1個(gè)有效業(yè)績(jī)。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders.
未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿(mǎn)足上述業(yè)績(jī)要求的，均被視為無(wú)效業(yè)績(jī)。
Failure to submit the past performance certification documents, or inability to verify that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績(jī)，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說(shuō)明函，說(shuō)明本次所投產(chǎn)品的制造商與滿(mǎn)足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same
group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants
under the same group) is regarded as the performance of the manufacturer of the
products submitted by the bidder; the bidder should provide an explanatory letter to
state that the manufacturer of the products submitted in this bid and the manufacturer
of the products meeting the above performance requirements belong to the same
group.

Interested bidders may obtain the solicitation documents through the following method:
從2026年2月11日開(kāi)始至2026年3月2日止，請(qǐng)登錄中國(guó)供應(yīng)鏈數(shù)字化平臺(tái)(https://bid.cnooc.com.cn）的“招標(biāo)公告”頁(yè)面進(jìn)行購(gòu)買(mǎi)。
Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn) to purchase the Solicitation documents from Feb 11st, 2026 to Mar 2nd, 2026.
首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)方式選擇“自主注冊(cè)公開(kāi)招標(biāo)”。選擇其他注冊(cè)方式將導(dǎo)致注冊(cè)失敗。注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊(cè)公開(kāi)招標(biāo)" (Self-Registration for Public Bidding). The bidder is requested to fill in the "購(gòu)買(mǎi)招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. 5. 投標(biāo)文件的遞交 Submission of Bid

The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform at the same time.
9. 投標(biāo)人在投標(biāo)前應(yīng)在“必聯(lián)網(wǎng)”或“機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)”完成注冊(cè)及信息核驗(yàn)。評(píng)標(biāo)結(jié)果將在“機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)”和“中國(guó)供應(yīng)鏈數(shù)字化平臺(tái)”上發(fā)布。
Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
