3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）資格要求 Requirements for Qualification of BidderA．如果投標(biāo)人為中華人民共和國(guó)境內(nèi)注冊(cè)公司，需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）。投標(biāo)人為事業(yè)單位的，應(yīng)具有合法有效的事業(yè)單位法人證書，投標(biāo)時(shí)需提供原件掃描件（原件備查）。投標(biāo)人為 的，提供具有合法有效的營(yíng)業(yè)執(zhí)照和上級(jí)法人單位授權(quán)書（授權(quán)該 投標(biāo)），認(rèn)可該 和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它 的資質(zhì)、資格和業(yè)績(jī)，投標(biāo)時(shí)需提供原件掃描件（原件備查）。 與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無(wú)效。如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。If the bidder is a registered company in the People's Republic of China, it is necessary to provide a legal and valid business licence, tax registration certificate and organisation code certificate or business licence with a combination of licences, and a scanned copy of the original shall be provided when bidding (the original is for reference). If the bidder is a registered company overseas, a valid company registration certificate is required.B.投標(biāo)人應(yīng)為本次投標(biāo)產(chǎn)品的制造商。本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件）以及所投貨物制造商的母公司，則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。B.The Bidder shall be the manufacturer of the bidding products.Agent bidding is not accepted in this tender.The Bidder shall be the manufacturer of the products to be tendered in this bid.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group of manufacturers responsible for the sale of the bidding products (the bidder shall provide the supporting documents of the manufacturer or its superior company to prove the above matters) and the parent company of the manufacturer of the bidding goods, the bidder shall be regarded as the manufacturer.The goods can not be authorized to other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected.C．投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書或API Q1證書，并可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http:// /)核實(shí)。如果有國(guó)家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。注：如所投貨物的制造商提供的質(zhì)量管理體系認(rèn)證證書是國(guó)外第三方認(rèn)證機(jī)構(gòu)頒發(fā)的，則網(wǎng)站查詢不適用。C.
