中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或者授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書（授權(quán)書格式見第一冊(cè)第四章 IV-9-4）；如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

E.投標(biāo)人應(yīng)提供具有SIL認(rèn)證的質(zhì)量流量計(jì)，用于有SIL等級(jí)要求的場合。投標(biāo)時(shí)應(yīng)出具國務(wù)院認(rèn)證認(rèn)可的監(jiān)督管理部門或權(quán)威第三方機(jī)構(gòu)如Exida、TUV、BV等機(jī)構(gòu)提供的質(zhì)量流量計(jì)功能安全認(rèn)證證書，SIL等級(jí)不應(yīng)低于SIL2。
E. The bidder shall provide a mass flowmeter with SIL certification for use in applications that require an SIL rating. At the time of bidding, a SIL certificate for the mass flowmeter shall be submitted, issued by the certification and accreditation regulatory authority under the State Council or by an authoritative third-party organization such as Exida, TüV, or BV.The SIL rating of the flowmeter shall be no lower than SIL 2.
（2）資質(zhì)要求Qualification Requirement
A.特種設(shè)備證書:投標(biāo)人本次投標(biāo)所投特殊質(zhì)量流量計(jì)產(chǎn)品的制造商須具有有效的《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件）。
A.Special Equipment License:The manufacturer of the special mass flowmeter offered in this bid must hold a valid Special Equipment Manufacturing License of the People’s Republic of China (Pressure Piping Components).
B. 防爆證書:投標(biāo)人應(yīng)提供產(chǎn)品的國家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》。國家授權(quán)防爆認(rèn)證機(jī)構(gòu)包括NEPSI、CQST和PCEC，也包括由國家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)授權(quán)的國際權(quán)威認(rèn)證機(jī)構(gòu)，如：IECEx、ATEX等。投標(biāo)產(chǎn)品的防爆等級(jí)不低于Ex db IIC T4 Gb，應(yīng)根據(jù)危險(xiǎn)區(qū)域的等級(jí)劃分，選用符合IEC60079標(biāo)準(zhǔn)或GB3836標(biāo)準(zhǔn)，具有國家授權(quán)機(jī)構(gòu)頒發(fā)防爆合格證的產(chǎn)品。對(duì)于應(yīng)用在粉塵防爆場所，應(yīng)適合于21區(qū)（Zone 21）粉塵防爆場所。
B.Explosion-Proof Certificate:The bidder shall provide a Product Explosion-Proof Certificate issued by a nationally authorized explosion-proof certification body. Authorized bodies include NEPSI, CQST, and PCEC, as well as internationally recognized certification schemes authorized by the Certification and Accreditation Administration of the PRC (CNCA), such as IECEx and ATEX. The explosion-protection rating of the offered product shall be no lower than Ex db IIC T4 Gb. Products shall be selected according to hazardous-area classification and shall comply with IEC 60079 or GB 3836 standards, and hold an Explosion-Proof Certificate of Conformity issued by an authorized body. For dust-hazardous locations, the product shall be suitable for Zone 21.
（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有單個(gè)合同中供貨數(shù)量不少于10臺(tái)測量管材質(zhì)為904L的科里奧利質(zhì)量流量計(jì)的供貨業(yè)績。
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）的制造業(yè)績，可視為投標(biāo)人所投產(chǎn)品制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
From January 1, 2015 to the bid closing date (based on the contract signing date), the manufacturer of the product offered by the bidder shall have supply performance records within China showing that, under a single contract, at least 10 units of Coriolis mass flowmeters with 904L measuring tube material have been supplied.
？Manufacturing records from different global manufacturers within the same group (i.e., wholly-owned subsidiaries, controlled subsidiaries, or manufacturing plants under the group) may be recognized as the bid product manufacturer's performance. The bidder shall submit a statement letter confirming that the manufacturer of the proposed bid products and the manufacturer meeting the aforementioned performance requirements belong to the same corporate group.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、供貨數(shù)量。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績。
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, description of supplied goods, and supplied quantity.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
如果投標(biāo)人是代理商,2022年1月1日至投標(biāo)截止時(shí)間（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)合同與本次投標(biāo)同類產(chǎn)品的銷售業(yè)績，并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于銷售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If the bidder is an agent, the bidder shall have at least one sales contract performance of similar valve in this bidding from January 1st, 2022 to the deadline for submission of the bid (subject to the signing time of the contract), and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
