CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project and PC Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project and PC Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

This project is divided into two sections. Each section will be evaluated independently. Bidders can bid for two sections but cannot win both. Each bidder is only allowed to win one section. When the first candidate for winning the bid in Section One is the same as that in Section Two, the bidder with the lowest evaluated total bid price combination (excluding value-added tax) shall be the winning bidder. That is, among the "evaluated total bid price of the first winning candidate of Section One + the second winning candidate of Section Two" and "evaluated total bid price of the first winning candidate of Section Two + the second winning candidate of Section One", the combination with the lower price will be awarded separately.
3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）★資格要求Requirements for Qualifications of the Bidder
A. 如果投標(biāo)人為中國境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績(jī)。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

（2）★業(yè)績(jī)要求Requirement for Bidder's Past Performance:
2016年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少2個(gè)合同的乙烯項(xiàng)目的儀表Tube管和卡套管閥件的供貨業(yè)績(jī)，且單個(gè)合同均同時(shí)滿足以下兩項(xiàng)要求。
（1）儀表卡套管閥件（包括卡套接頭、卡套閥門）供貨金額不少于人民幣800萬元（或等值外幣）；
（2）儀表Tube管供貨金額不少于人民幣200萬元（或等值外幣）。
From January 1st, 2016 to the deadline for submission of the bid (subject to the signing time of the contract), the bidder shall have two supply performance of tubes and valves and pipe for the Ethylene Project,and each contract need to meet the following two requirements simultaneously:
(1)The price of valves and pipe fittings needs to be equal to or greater than CNY 8,000,000.00(Or equivalent foreign currency).
(2)The price of tubes needs to be equal to or greater than CNY 2,000,000.00(Or equivalent foreign currency).
乙烯項(xiàng)目包括乙烯裂解裝置、丁二烯抽提裝置、裂解汽油加氫裝置、芳烴抽提裝置、甲基叔丁基醚(MTBE)裝置、苯乙烯-環(huán)氧丙烷(SMPO)裝置、乙苯(EB)裝置、環(huán)氧乙烷-乙二醇(EOEG)裝置、聚醚多元醇(DMC-POD)裝置、聚合物多元醇(POP-POD)裝置、聚丙烯(PP)裝置、茂金屬線性低密度聚乙烯(mLLDPE)裝置、聚α-烯烴(PAO)裝置、線性α-烯烴(LAO)裝置、異構(gòu)化及歧化(ID)裝置、氫甲酰化(SHF)裝置。業(yè)績(jī)證明文件需體現(xiàn)乙烯項(xiàng)目或上述所列裝置均可。
The Ethylene Project contains: Ethylene cracking unit, butadiene extraction unit, cracked gasoline hydrogenation unit, aromatic hydrocarbon extraction unit, methyl tert-butyl ether (MTBE) unit, styrene-propylene oxide (SMPO) unit, ethylbenzene (EB) unit, ethylene oxide-ethylene glycol (EOEG) unit, polyether polyol (DMC-POD) unit,polymer polyol (POP-POD) 、polypropylene (PP) unit, metallocene linear low-density polyethylene (mLLDPE) unit, polyalphaolefin (PAO) unit, linear alphaolefin (LAO) unit, isomerization and disproportionation (ID) unit, and hydroformylation (SHF) unit.The reference evidence documents furnished by Bidder shall at least reflect The Ethylene Project or the unit listed above.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績(jī)，視為所投產(chǎn)品的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e.,wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：1）銷售合同和2）到貨驗(yàn)收材料（結(jié)算發(fā)票或到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、裝置名稱、供貨金額、到貨驗(yàn)收材料(如提供的到貨驗(yàn)收材料為結(jié)算發(fā)票，發(fā)票金額需大于或等于1000萬元人民（或等值外幣）)。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include: copies of sales contract and delivery acceptance materials (such as invoices, delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract). The reference evidence documents furnished by Bidder shall at least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of goods, contract value, name of plant, delivery acceptance materials（The invoice value must be greater than or equal to 10 million RMB (or equivalent foreign currency) if the provided goods acceptance materials are invoices）.
若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績(jī)證明文件，或通過所提供的業(yè)績(jī)證明文件無法認(rèn)定滿足上述業(yè)績(jī)要求的，均被視為無效業(yè)績(jī)。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
等值外幣計(jì)算均以開標(biāo)當(dāng)日中國銀行總行首次發(fā)布的外幣對(duì)人民幣的現(xiàn)匯賣出價(jià)進(jìn)行換算。
The calculation of equivalent foreign currency is all based on the first spot exchange selling rate of foreign currencies against RMB Yuan published by the Head Office of Bank of China on the date of bid opening.
