中化建國際招標有限責任公司（以下稱為“招標代理機構”），中國海洋石油集團有限公司的全資子公司，受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就開平11-4油田18-1區塊開發項目詳細設計項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交電子密封投標：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by OFFSHORE OIL ENGINEERING CO., LTD.(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of DETAIL DESIGN OF KP11-4 OIL FIELD BLOCK 18-1 DEVELOPMENT PROJECT. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：This tender is for the procurement of Tank Cleaning Machines for the KP11-4 OIL FIELD BLOCK 18-1 DEVELOPMENT PROJECT of COOEC, including deck mounting type cleaning machines,Submerged-type cleaning machines and portable cleaning machine.

3. 對投標人的資格和業績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder ★
A. ★如果投標人為中國境內注冊公司，投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★投標人所投產品的制造商須同時具備有效的GB/T19001(ISO9001)質量體系認證證書或API Q1證書,中國國內認證機構簽發的證書應可在中國國家認證認可監督管理委員會網站核實(http://www.cnca.gov.cn/)。如果有中國國家相關部門發布的最新體系標準，以最新體系標準為準。投標時需提供原件掃描件（原件備查）。
The manufacturer of the product bid by the bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification or API Q1 certification. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).

C. ★若投標人所投洗艙機產品為關境內生產的，只接受制造商投標，不接受代理商參與投標。若投標人所投洗艙機產品在關境外生產的，接受制造商或代理商參與投標，如果是代理商投標的，投標人應得到貨物制造商同意其為本次投標提供該貨物的合法唯一授權，且制造商所授權的代理商必須為制造商的一級代理或行業代理或區域代理，并同時提供相應證明文件。一個制造商僅能授權一個代理參與投標，否則相關所有投標將被否決。制造商參與投標的，不能再授權其他投標人參與投標，否則相關的所有投標將被否決。
If the bid-submitted tank washing machine is manufactured within the People's Republic of China, only manufacturers may submit bids; agents are not permitted to participate. If the bid-submitted tank washing machine is manufactured outside the People's Republic of China, both manufacturers and agents may submit bids. If bidding as an agent, the bidder must obtain the manufacturer's consent for its exclusive legal authorization to supply the goods for this bid. The manufacturer-authorized agent must be a primary agent, industry agent, or regional agent of the manufacturer, and must provide corresponding supporting documentation. A manufacturer may authorize only one agent to participate in bidding; otherwise, all related bids will be rejected.
Manufacturers participating in bidding may not authorize other bidders to participate; otherwise, all related bids will be rejected.

（3）業績要求Requirement for Bidder's Past Performance:
2021年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少1個合同的洗艙機產品的供貨業績（供貨業績的制造商必須是投標人）。
Subject to the contract signing date, the bidder shall have at least one contracts evidencing its supply performance records of Tank Cleaning Machine products from January 1, 2021 to the bid close date, and the manufacturer of the supplied products must be the bidder itself.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同；2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其它可以證明合同項下貨物已經到貨驗收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱、用戶簽字或蓋章的到貨驗收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下，提供1個或以上的訂單及與訂單對應的到貨驗收材料，均視為1個有效業績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均被視為無效業績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Interested bidders may obtain the solicitation documents through the following method:
從2026年2月27日開始至2026年3月5日止，請登錄“中國供應鏈數字化平臺”(https://bid.cnooc.com.cn/）的“招標公告”頁面進行購買。
Bidders are requested to log in to the "招標公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation documents from February 27 2026 to March 5 2026.
首次登錄必須先進行注冊（免費），注冊方式選擇“自主注冊公開招標”。選擇其他注冊方式將導致注冊失敗。注冊成功后，方可購買招標文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.
投標人須在線填寫“購買招標文件登記表”，并在線支付標書款。支付成功后，投標人可自行下載招標文件。招標文件每套售價為人民幣200元或25美元，售后不退。文件發售費用用于印刷和郵寄招標文件/資格預審文件。有郵寄需求的請在支付時備注收件人相關信息。
The bidder is requested to fill in the "購買招標文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
