投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):3.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求Requirements for Qualifications and the Past Performance of the Bidder:（1）資格要求Requirements for Qualifications of the Bidder ★A.★如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投標(biāo)人為 的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書（授權(quán)該 投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). 如果有中國(guó)國(guó)家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。
投標(biāo)時(shí)需提供原件掃描件（原件備查）。
The manufacturer of the product bid by the bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification or API Q1 certification. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http:// /). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).(If applicable)C.★若投標(biāo)人所投洗艙機(jī)產(chǎn)品為關(guān)境內(nèi)生產(chǎn)的，只接受制造商投標(biāo)，不接受代理商參與投標(biāo)。
若投標(biāo)人所投洗艙機(jī)產(chǎn)品在關(guān)境外生產(chǎn)的，接受制造商或代理商參與投標(biāo)，如果是代理商投標(biāo)的，投標(biāo)人應(yīng)得到貨物制造商同意其為本次投標(biāo)提供該貨物的合法唯一授權(quán)，且制造商所授權(quán)的代理商必須為制造商的一級(jí)代理或行業(yè)代理或區(qū)域代理，并同時(shí)提供相應(yīng)證明文件。
一個(gè)制造商僅能授權(quán)一個(gè)代理參與投標(biāo)，否則相關(guān)所有投標(biāo)將被否決。

If the bid-submitted tank washing machine is manufactured within the People's Republic of China, only manufacturers may submit bids; agents are not permitted to participate. If the bid-submitted tank washing machine is manufactured outside the People's Republic of China, both manufacturers and agents may submit bids. If bidding as an agent, the bidder must obtain the manufacturer's consent for its exclusive legal authorization to supply the goods for this bid. The manufacturer-authorized agent must be a primary agent, industry agent, or regional agent of the manufacturer, and must provide corresponding supporting documentation. A manufacturer may authorize only one agent to participate in bidding; otherwise, all related bids will be rejected.Manufacturers participating in bidding may not authorize other bidders to participate; otherwise, all related bids will be rejected..D. 是否接受聯(lián)合體投標(biāo)：否Is any bid by a consortium or a joint venture accepted? No.（2）資質(zhì)要求及證明文件 Qualification requirements and supporting documents：無(wú)要求 No requirements（3）業(yè)績(jī)要求Requirement for Bidder's Past Performance:2021年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)合同的洗艙機(jī)產(chǎn)品的供貨業(yè)績(jī)（供貨業(yè)績(jī)的制造商必須是投標(biāo)人）。
Subject to the contract signing date, the bidder shall have at least one contracts evidencing its supply performance records of Tank Cleaning Machine products from January 1, 2021 to the bid close date, and the manufacturer of the supplied products must be the bidder itself.投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括：1）銷售合同；2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其它可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、用戶簽字或蓋章的到貨驗(yàn)收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。
同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料，均視為1個(gè)有效業(yè)績(jī)。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均被視為無(wú)效業(yè)績(jī)。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
